Work Plan of Jiaozuo City on Implementing the 144-hour Visa-free Transit Policy for Foreign Nationals
To effectively implement the 144-hour Visa-free Transit Policy for Foreign Nationals (hereinafter referred to as the "Policy"), give full play to policy effectiveness, and promote high-standard opening-up, the following work plan is hereby formulated in combination with the actual situation of Jiaozuo City.
I. General requirements
Under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, it is crucial to thoroughly study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, the Seventh Plenary Session of the 11th CPC Henan Provincial Party Committee, and the Sixth Plenary Session of the 12th CPC Jiaozuo Municipal Party Committee, earnestly implement the decisions and deployments of institutional opening-up at the national, provincial, and municipal levels, fully leverage the Policy, facilitate the development of the economy, trade, culture, and tourism, and deepen business cooperation and negotiations as well as international people-to-people and cultural exchanges. All these facets will assist Jiaozuo City in forging a cross-border economic, trade, and investment hub, and building a high-standard health care and tourism destination, in a bid to provide forceful support for accelerating the construction of Henan Practice Pilot Zone of Chinese-style modernization.
II. Key tasks
(I) Intensify publicity efforts.
1. Expand publicity channels. We will give play to the advantages of targeted publicity, and make full use of central, provincial, and municipal media resources. Through multiple channels, such as distributing publicity manuals, displaying promotional videos, and putting up promotional posters at Zhengzhou Xinzheng International Airport and other ports of entry, along with WeChat, Weibo, Douyin, Kuaishou and Xiaohongshu, we will endeavor to open the international market and enlarge the cultural influence of the Yellow River, Tai Chi, and celebrities. Furthermore, we will effectively utilize renowned culture IPs, including the "Hometown of Tai Chi", "Yuntai Mountain Depicted in Wang Wei's Poem", "Bamboo Forest and Water Town in the Taihang Mountains", and "Hometown of Han Yu", to enhance the attractiveness and reputation of the city, garner overseas tourists, and transform "traffic" into "retention". 2. Expand overseas promotion. We will organize citywide cultural and tourism enterprises to actively coordinate with provincial travel agencies to explore the international market and draw foreign nationals in Henan to visit Jiaozuo City; vigorously publicize the Policy through international boxing halls set up by the inheritors of Tai Chi worldwide; continuously reinforce the image of Jiaozuo City's culture and tourism in overseas markets through overseas online promotion platforms; and facilitate cultural and tourism enterprises involving tourism attractions, travel agencies, and Tai Chi martial arts clubs to cooperate with each other, positively participate in different types of international tourism fairs, reinforce overseas publicity, and expand foreign exchanges and cooperation. (II) Optimize service guarantees.
3. Boost convenient payments. Encompassing the vital scenarios of basic necessities of life, we will gradually upgrade the payment service system characterized by "card swiping and QR code scanning backed up by cash payments", thereby facilitating the consumption of foreign nationals in Jiaozuo City. We will also encourage all financial institutions in Jiaozuo City to set up overseas service windows, increase convertible foreign currencies, guide currency exchanges, and handle payment consulting and other services. Additionally, we will constantly optimize the acceptance of overseas bank card swiping in high-frequency consumption scenarios for foreign nationals in Jiaozuo City, such as railway stations, shopping malls, hotels, restaurants, and scenic spots; and provide support for merchants who intend to enable the acceptance function of overseas bank card swiping. 4. Refine international language services. We will select an array of key supermarkets and catering and accommodation enterprises with excellent conditions and graceful environments, open service channels for foreign nationals, and improve the language proficiency and service level of reception personnel; and train a number of taxi and bus drivers, post English reminders on the bodywork, and install language exchange devices to provide convenience for foreign nationals. Relying on universities like Henan Polytechnic University, Jiaozuo University, and Jiaozuo Normal College, we will cultivate a group of volunteers proficient in different languages to provide language services for foreign nationals entering Jiaozuo City, thus increasing the popularity of Jiaozuo as a national civilized city; develop a batch of high-quality tourism routes, set up Chinese and English road signs, and increase English interpreters or equipment; and place integrated service manuals at important transportation hubs like high-speed railway stations and high-speed intersections. 5. Bolster inbound service guarantees. We will establish a 144-hour visa-free transit working mechanism, underpin information sharing and coordination, and deliver vital information including the list of transit foreign nationals and their itineraries in a timely manner. Moreover, we will offer visa-free "green" window at the entry-exit hall to help visa-free inbound foreign nationals with the emergency handling of stay, loss reporting of documents, and other business, assist transit personnel in reasonably complying with policy requirements and arranging itineraries, strengthen the service guarantees for visa-free foreign nationals transiting Jiaozuo City, and establish Jiaozuo City's positive international image. 6. Create an internationalized consumption scenario. We strive to create an urban fashion consumption circle and shape an internationalized high-quality living circle. We will also actively develop new consumption platforms such as livestream e-commerce and instant retail; carry out sales promotion activities like the inaugural store, the inaugural show, the inaugural launch, and the inaugural stop; and introduce well-known brand stores, flagship stores, and experience stores, all geared toward creating more new consumption scenarios and new commercial landmarks. Efforts will be made to build an international tourist experience center and a service center that align with the consumption concepts of overseas tourists, and cultivate a number of high-end brand stores in line with international standards. Jiaozuo City will seek to build a range of key high-standard foreign-related restaurants, hotels, supermarkets, and pedestrian streets, and promote a batch of must-visit consumption destinations and must-buy featured commodities. 7. Improve tourism supporting functions. Efforts will be made to spur tourist attractions including Yuntai Mountain and Chenjiagou as well as cultural venues and museums to streamline the reservation process for inbound tourists and provide reservation facilitation services. We will comprehensively analyze the payment facility demands of cultural and tourism venues including tourist attractions, and bridge the gap of the layout of POS machines for foreign currency cards. Furthermore, we will perfect foreign language signs and tour guide services to provide greater convenience and better guarantees for inbound tourists. (III) Advance the development of the economy, trade, culture and tourism.
8. Implement pragmatic economic and trade cooperation. We will invite overseas personnel to visit Jiaozuo City by leveraging national and provincial economic and trade activities. These activities encompass the China International Import Expo, the China International Fair for Trade in Services, the China Henan International Investment & Trade Fair, the Cooperation and Exchange Conference Between Henan Province and Multinational Corporations, the Global Cross-Border E-Commerce Conference, and the World Henan Entrepreneurs Convention. Efforts will be made to spur citywide foreign trade enterprises to invite overseas clients to engage in inspections and project negotiations and other activities in Jiaozuo City, maintain partnerships with key clients, and expand the international market. 9. Strive for high-level exchanges with foreign countries. Jiaozuo City aims to hold the economic and trade exchange of "China Jiaozuo International Taijiquan Competition and Yuntai Mountain Tourism Festival" successfully, bolster the overall planning of activities, enhance the communication and liaison with overseas merchants, coordinate the business plans in advance, and flexibly implement the Policy. Additionally, Jiaozuo City will actively undertake national and provincial short-term international exchanges, and fully utilize policy opportunities, all geared toward keeping pace with the world. 10. Develop characteristic tourism products. Focusing on Jiaozuo City's characteristic elements such as the landscape of Yuntai Mountain, Tai Chi, cultural and creative products featuring intangible cultural heritage items, and cuisines cooked with the four famous Huaiqing herb medicines, we will endeavor to speed up the layout of an array of cultural and creative parks, cuisine and leisure blocks, and other featured cultural and tourism products, which are suitable for the in-depth tours, personalized tours, and niche tours of foreign tourists for business or independent travel. Moreover, we will strengthen cooperation with airlines, tourism service platforms, and overseas travel agents, launch targeted tourism products and preferential policies, intensify publicity and promotion, and raise the international popularity, reputation, and influence of Jiaozuo City's cultural and tourism brands. (IV) Deepen international people-to-people and cultural exchanges.
11. Increase the exchanges with sister cities By taking advantage of the resources of sister cities, we aim to enhance the "passion" for exchanges. While consolidating traditional friendship, we aim to further deepen exchanges with sister cities in countries where the Policy is applicable, thereby expanding Jiaozuo City's international "circle of friends". 12. Serve goodwill visits. We will invite foreign well-known media reporters to conduct on-the-spot collections in Jiaozuo City. Besides, we will motivate Henan Polytechnic University, Jiaozuo University, and Jiaozuo Normal College to carry out student exchanges, joint education, academic cooperation, and other interchange activities with overseas schools; and invite foreign students, renowned experts and scholars, and youth representatives to make short-term visits and exchanges through the Policy. Centering on the origin of surnames, we will invite overseas Chinese to participate in search of the root of surnames in Jiaozuo City. III. Safeguard measures
(I) Underpin the leadership. To efficiently utilize the Policy for foreign nationals, we will establish a work task force consisting of Jiaozuo Municipal Bureau of Commerce, Jiaozuo Municipal Public Security Bureau, Jiaozuo Municipal Bureau of Culture, Radio, Television and Tourism, Sports Bureau of Jiaozuo City, Jiaozuo Municipal Transportation Bureau, Jiaozuo Education Bureau, Foreign Affairs Office of Jiaozuo Municipal People's Government, Publicity Department of the CPC Jiaozuo Municipal Committee, Jiaozuo Municipal Committee of the Communist Youth League of China, and the People's Bank of China Jiaozuo Branch. The office of the work task force will be located in Jiaozuo Municipal Bureau of Commerce and responsible for routine communication and comprehensive coordination.
(II) Meticulous organization. The work task force shall attach great importance to the driving role of the Policy, specify the officials in charge and responsible departments, establish a long-term work mechanism, thoroughly study and understand the Policy, and tap the potential. Based on the division of responsibilities, the work task force shall refine the work plan, define the timeline, and underscore the implementation, ensuring that all tasks will be fulfilled.
(III) Cohesive cooperation. The work task force shall establish a linkage mechanism featuring smooth communication and cohesive cooperation, implement work measures including information disclosure as well as policy tracking and evaluation, summarize advanced experience and typical cases in a timely manner, and boost publicity and promotion. Additionally, the work task force shall play a part in organization and coordination, regularly summarize the work progress, and report major issues to Jiaozuo Municipal People's Government promptly.
