Ten Policies of Jiaozuo City on Supporting the Development of New Energy and New Material Industry
Combining with the actual situation of Jiaozuo City, these support policies are formulated, so as to facilitate the development of the new energy and new material industry of Jiaozuo City, further expand and strengthen the new energy battery material industry, and make efforts to build a 100-billion new material industrial cluster.
Article 1 Guarantee of land use. An enterprise whose fixed-asset investment intensity conforms to the requirements of Notice of the General Office of the People’s Government of Henan Province on the Implementation of the Standard Systems and Baseline Values for Development Zones in Henan Province (Trial) and with an annual amount of taxes paid exceeding RMB 200,000 yuan per mu (subject to the actual area of land transferred) will have the priority to enjoy the guarantee for project construction land. A project which is put into production and meets the above conditions will be rewarded by the benefited finance sector at an annual amount equivalent to that calculated by deducting the submitted and accrued parts from the total land transfer price within two years.
Article 2 Rewards for contributions. A newly established project will be rewarded for five consecutive years according to its contribution amount to Jiaozuo City in the fiscal year since the tax payment date. The annual reward amount will be equivalent to 100% of the contribution for the first two years and 50% of the contribution for the last three years.
Article 3 Financial support. For projects of leading, supporting, critical chain and key products, the financial department will give them priority to enjoy bank lending support, and the government-managed industrial investment guidance funds will follow the investment preferentially.
Article 4 Funds support. A leading and facilitating project with the fixed-asset investment of more than RMB 1 billion yuan will enjoy the following funds support.
(1) Equipment subsidies. The newly purchased production equipment (excluding the R&D equipment) of a newly established project will be subsidized by not more than 40% of the invoice amount (tax inclusive) of production equipment and equipment installation identified by the third-party accreditation agency approved by all parties.
(2) Agent construction of plant buildings. Case-by-Case Approval System will be applied to the plant buildings and supporting facilities of a newly established project, and matters related to agent construction and buy-back can be agreed upon between the local government and the enterprise.
(3) Technical transformation support. Projects of technical transformation and technical innovation will be subsidized according to the Administrative Measures on Special Funds for the High-quality Development of Provincial Manufacturing Industry in Henan Province.
(4) Project subsidies. Major leading and strategic projects will be subsidized based on the Case-by-Case Approval System.
Article 5 R&D platform support. We will actively organize junior colleges, scientific research institutions, government investment platforms and enterprises to co-build R&D centers and laboratories above the provincial level, make efforts to help enterprises obtain provincial-level reward funds, and offer relevant policy support according to the Administrative Measures of Jiaozuo City on Reward Funds of Scientific and Technological Innovation.
Article 6 Talent introduction. The senior management talents and senior technical talents employed by relevant enterprises will be rewarded at an amount equivalent to their contributions to local finance based on their personal income and enjoy relevant policies in the Identification Measures of Jiaozuo City on High-level Talents.
Article 7 Guarantee of elements. We will give priority to the guarantee of project approval, registration, filing, utilization of electricity, water and gas, environmental impact assessment, energy consumption, and network during project construction, and ensure problems will be solved in a timely manner.
Article 8 Service mechanism. We will set up mechanisms such as assignment and coordination by leadership, resident service officers, and supporting entrepreneurs to make public opinions, to facilitate, foster and enhance the development of enterprises.
Article 9 Fault-tolerant mechanism. We will implement the flexible law enforcement. Excluding major fields such as safety and environmental protection, we will implement the provisions related to No Punishment for First Violation for enterprises’ minor violations of law during project construction, production, and management, to minimize the impact of administrative enforcement of law on enterprises.
Article 10 Miscellaneous.
(1) These policies will be implemented by relevant departments and county (county-level-city or district) governments under the organization of the opening-up work leading group of Jiaozuo City.
(2) The rewards and subsidies involved in these policies will be provided by the benefited finance sector, that is, by municipal and district finance sectors at the benefit ratio in the central urban area, and by the county (county-level-city) finance sector in each county (county-level city).
(3) A single project which complies with multiple preferential policies will be rewarded according to one of the policies whichever amount is higher, without repetition
(4) Governments of all counties (county-level cities and districts) and the Management Committee of Jiaozuo Urban-Rural Integration Demonstration Area shall comply with these policies.
(5) The opening-up work leading group of Jiaozuo City will be responsible for the interpretation of these policies. The policies will be implemented since the date of issuance, and the period of validity is five years.
